Ok, I'm confused.
Let's look at Heavy Cap Booster I (from EVE DB):

Sorry if I am being dense, I am just confused. It just seems that I can't get a 'flush' load of these in my Heavy Booster (you know, where the entire Booster is loaded to capacity).
Shouldn't I be able to load 8 of the 400s? or 4 of the 800s?
Any suggestions?

It's usally best to use the 800's and yes 8 400's or 4 800's

Capacity 320 means that the booster can take 320m¦
Cap booster 800's take up 80m¦:
320m¦/ 80m¦ = 4
Cap booster 400's (40m¦):
320m¦/ 40m¦ = 8
