Ok. So what does it do? I know it's required for use of shieldhardeners. That's why I've trained it.
BUT: "5% reduced chance of shield penetration." I can't see anything of that in my stats... So what does it mean exactly, or doesn't it mean anything until shield-piercing are introduced??

When you get into combat situations you will sometimes notice that you take armor damage even though technically your shields were never at 0% or 0/800 depending on displays.
This is shield penetration. There is also armor penetration that affects your hull integrity (structure). Upping this skill allows you more protection...however small that may be.

Ok. I haven't been online for some days, but last time I was, the skills shield-piercing and armour-piercing wasn't in the game. If it still isn't, then I guess tactical s o isn't very useful yet...

Interesting. I've been fighting NPC pirates on a daily basis, and I routinely get damaged to the point at which my shields are gone.
And while I have observed armor penetration on many occasions, I have never seen shield penetration. This might be because of the weapons the pirates are using, specifically their lack of missiles. I've also never seen this effect on pirates, with the exception of massive blows that take down their shields completely.
Are you sure that shield penetration is working? The Monkeysphere |

I have had "penetration" damage on several occasions.
I think that there are some ammunition types that are more prone to penetrate shields before they are fully down, and the same with armor.
The main benifit of the Tac. shield manip. skill will be to reduce this damage, while allowing better shield modules to be equipped.
At this time, I have not noticed any effects of damaged systems from the way damage is applied, but that is a future possibility. Imagine being in a fight where you have taken a few internal damage hits, and one of your guns jams due to damage. Of course this will have to apply to the NPC ships also. 8D

Baseline line shield Uniformity (how evenly your shields cover your armor) is .75. Hence, it isn't 100%, so therefore penetration is possible.
Tact shield raises this uniformity and at skill 5, your uniformity score would be perfect and your armor would not be damaged until your shields were completly down.

It also let's you use things like the V-15 Multrispectral (something or other) matrix.
This increases your shield's resistance to all damage by a certain percentage.
Useful in the right situations, especially if you are squared up against someone who is pounding you with EMP damage, as shields have no natural resistance to that.

Wrong guys. The shield as it is now absorbs (suppost to) all damage untill its gone. However, there do exist skills as "shield penetration" and "armor penetration", they are just not yet 'activated' due to numerous issue balancing bugs and. This skill is to conteract the shield penetration skill, also, curtain types of ammo will have a hiher chance to penetrate the shield. But that will come later in the game, they have other stuff to think about now (tm). __________________________________________________________ |

Damage can/does penetrate sheilds to the armoreven when the sheilds are not fully depleted. The "piercing" skills most likely increase this effect, while tactical shweild manip. reduces this effect. I am also certain that some damage types dont peirce sheilds as well as others, etc... Ensign hyden(Mining & Transport) - Logistics Division - Hadean Drive Yards

I've taken armor damage before the shield was down. It's happened maybe twice. If that's shield penetration, then it's nothing to buy a skill to prevent.

Gala,
You are not 100% correct. I delved the ship database and discovered the stat ShieldUniformity. Tact shield raises that number.
You are correct in that I'm sure the Shield Penetration skill will improve your chance to take advatange of low uniformity, and Tact shield counter acts that.
