Maybe I was confused, but there seems to be no mention of the epic mission arcs or revamps for this expansion? Is this to be added at a later date with a following expansion or patch?

It should be in this expansion. It's just that CCP is sloooooow in giving us any details about the features.

- start in low sec/0.0

I'm fine with that, at least for low sec. Dunno if I want to do an arc that reaches to Delve or something like that :)
Hope its there, but I haven't heard a single thing about it from Singularity testers. I was going to try and see, but can't log in atm...

Unlikley. Epic missions are supposed to be linked into the tutorial missions... Missions as a whole are PVE content, while I expect NPC Agents in 0.0 and low sec to offer these missions Im almost certain they wont be exclusive to 0.0

2003, first missions i did, agent sent me from my homesystem to 0.0 to pick up soil or something.
