I'd like a tech II tractor beam myself. The range I think should be 30 km,and the speed 600 m/s or 750 m/s. Marauders will double the range and speed of the tractor beam so that would have to be taken into consideration as well.

What about weekly or monthly payments to the militia to keep the insurance going? And if a payment isn't made they can refuse to insure your ship for a certain amount of time,during which you would have to use the standard insurance.
