What you can do to a POS that is offline is to shoot it and that's it. if anything is anchored near POS when it's destroyed they can be taken by anyone, if structures have stuff inside they cannot be scooped and taking contents would require them...

Frankly forget the frigates and get your self a retriever they cost peanuts and are hardy enough to avoid frigates in high sec. Otherwise you will spending a long long time sucking those roids.
