Its clearly not working. I spend 24 days on the escalation for a Blood Annex and I got a Bhaalgorn BPC, Deadspace Large Rep and 2 Hardeners. Petition.

Could have been a bug. I recently visited a Blood Annex with nothing in the first room but the gate was still locked (And there was no Chapel) so I asked for a corp mate to bring me the proper tag and when I got to the second room, still no rats ...
