I had this problem too after last patch. I tried to replace with my saved EVE folder ( x://users/xxx/appdata/local/ccp ), as I have done always, but didn't work, the settings keep reseting, EULA agreement too. I configured EVE manually again :P , ...

You can try with Evemon, it has an option to fit windowed to the screen. I use it with windows 7 and it works like a charm ;D

I messed a bit with these options too, but I didn't see anything that could be related to the issue. I think there is a problem with the ATi drivers because it seems that to Nvidia people works perfectly.
