Well I am assuming the OP is not a lowsec idiot, and will keep a good eye on local. Only a fool will rat in lowsec with more than one other person in local. If local spikes, gtfo. Risk in lowsec can be managed if you know what you are doing.

The point everybody is missing is the OP wants to use a Scorp to permajam any players who try to gank him. If a lowsec pirate cant lock his target, the target gets away.

Personally, I would just prefer to have alot more wormhole systems, such that it would be truely possible to find an empty lowerclass wormhole and not have it visited by random haters multiple times a day.
