You can just copy the eve folder. I would advise you to download the normal installer from this page and install eve directly, and use that. I don't see the need to use Steam to access Eve.

Yes, it is indeed possible, but I don't think there is a software currently that is able to do that. I'm working on it for EveTrader( http://code.google.com/p/evetradercs/downloads/list ), but it will take some time still.
