I had a theory that the problem only comes about when you try to reload all while one of your guns in still flashing after having fired.. I think because it can't actually yet reload.. it screws it up for all of them.. I just wait til all my guns ...

I find the reload all thing mostly seems to mess up when you click reload all while one or more of the turrets (or whatever) are still flashing a little after having fired.. although.. not really sure on that.. but I make sure they've all stopped ...
