Lock time, and I think you're mistaken with having a lock range of 190k with a single sensor booster. My base lock range is 90km (LRT 4), with cruise missile having a potential ~250km range.

Cap Boosters on NPC setups = lose. Only really NPCed against serp rats, but I used something like: 6x Siege 2x Heavy nos 1x Large t2 shield booster (use t2 xl now \o/) 2x Thermal Hardeners 1x Kinetic Hardener 2x Shield Boost amps 5x PDU IIs
