Your not alone, I'm getting the same thing now after getting stuck in a gate while doing a mission. Now I can't log my main back in but can log in the alts. I've sent petitions on it so no clue what will happen.

You don't need to do missions to get a break-thru. I've gotten 5 bps and haven't done missions since about 2 months after the lottery was brought into the game.

No you don't have to do missions to receive an offer. All the missions do is double your rps for the day. You will still get mail telling you of a breakthru if you get one.

I currently have over 300k rps in a few areas of research. I have gotten 4 bps so far, one being a ship, so the lottery does work. But honestly, this is a horrible way of advancing the game IMO. Would love to see some major changes.

Actually Selim this I think was close to CCP's original plan cause they did have an invention skill planned. But that got scrapped for the lottery along with reverse engineering. I would love to see a system close to what you've proposed here, but...
