Found the problem, it was PeerGuardian!!! If anyone else has this problem disable PeerGuardian and save yourself countless hours of annoyance!

They could, but it would be a lot of work. The REAL solution to this problem is to have a button that people can press to automatically re-download their character file. While this wouldn't let you only download certain things, it's a HUGE improve...
