Right click on the > of 'Overview' and you can change the settings. The settings tell you what evarything means. In your case these coulours mean the person has a security rating between -5 and 0 (exclusive) and they have a bounty on them.

Agreed. The mission rewards and bounty from L2 missions dont come close to L3's. However you can get expensive loot from L2 which I have never seen from a L3 so overall if you can do L2 quickly then they could easily be a better source of income. ...
