Change the rule for future then but don't reverse the punishment if it's truly about the rule and not about giving special treatment.

Easiest solution that could please both sides is have the tower deployable even with the secure cans. That way if the cans were really just being used as a depot or legitimate use they aren't gone.

Not so simple as just moving away from the anchored cans. A POS can only be anchored in a narrow zone of space otherwise it says there is no moon nearby and disallows anchoring. So an anchored can can block off a moon entirely. Can't anchor anywhe...
