Drunkenmaster, I have to disagree with your theory. I have a lvl 1 agent that is a quality +15% and the Standing is +7%. The Corporation standing for this agent is at 2.0% of which I think is max you can get from a lvl 1 agent. Anyway, I have done...

I have a lvl 1 agent myself that is +15% with an awsome rating. I also have a +6% standing and have done 40 mission for him and have not recieved a referall yet myself. I sure hope this is not a bug.
