IF YOU BUILD THEM THEY WILL COME its all about where you build to be fair,some places IE 0.4 near 0.0 is low on builders but is risky risk vs reward try safe space first, if there not enuff sales try some 0.4. ask a pirate corp if they need ships...

kes or mer all others are a waste of time, you will change it a week later for a kes or mer and as for when insure it FULL and have a play if you lose it no biggy just get another but you will need missle + gun for mer.... missles only for kes. ...
