You can also turn in criminal dog tags to data centers. The Caldari State Data Center in Kamokor takes 10 Guristas Copper Tags and 20 of the other kinds. But you may not be able to turn in the higher level tags until you increase your standings.

It would be interesting if CCP added raids, such as they have in World of Warcraft. I don't think it's going to happen, though. Eve is an old game, and it's hard to change an old game.

For Level 1 - 3 missions a frigate such as a Heron is a viable choice. Equipped with speed modules, it can actually fly to the wrecks faster than you can tractor them in.
