What about making these mods rigs instead? That way you could still make your OP T1 frig, but you're stuck with it unless you want to trash the rigs. Perhaps introduce a stacking penalty on top of existing drone bay/bandwidth, avoiding more 10 dro...

The OP is mistaken about heat transfer. It's true that little will be transferred by conduction or convection, but radiation of heat is perfectly possible in a vacuum. Or has the way stars work changed since I last looked?
