do we actually know why the loot was removed in the first place? is it for a reworking of what can be obtaind from them or were they once dropping something they shouldn't be dropping ?

What happened to the cargo the NPC convoys used to carry? I checked quite a few and they are all showing as empty. Why were their contents removed? And if its purposeful, why are the convoys left in the game?
