Perhaps it depends on the area of space you are in but for 7 years I have seen people talk about armour tanks and say passive tank referring to armour buffer tanks. It depends on context of how the word is used if I see a group talking about armor...

Just to confuse matters a lot of passive HP regen tanks are based around being buffer tanks. Lots of people boost passive HP regen by boosting the buffer. When people talk about passive tanks it can be passive HP regen, buffer or a mix of the two...
