I did not say ALL level 4s would be moved to low sec...just that CCP would move the higher quality ones. Also,by default,the lower the sec rate,the higher the rewards you will be given,primarily LP.

Okay,CCP has stated that they will,most likely,move the higher quality level 4 agents to lower sec areas.This is good. Lower sec already gives more agent rewards by default.So why not take it a further step... 0.5 and higher gives normal rats in...
