Good idea, only bad thing I can think of is that it would kill interceptor dog fights. Maybe Interceptor's get a ship bonus making them immune to the change? Can't really see any balance problems with that.

To take on anything larger than you electronic warfare - whether its ECM griffins, or a Tracking Disruptor/Damp on each ship - is necessary really. Alternatively, you could kill short range boats with 5 fast ships that can stay out of web range.
