Actually by this defination, I would consider Cap Ships as "Ships of the line". But I don't agree with the OP either. We are getting too close to "Cap Ships Online" as it is.

I personally like the Combat Alt / Empire Alt method. Have one Character for PvP, and another for PvE, such as missons, minning, manufacturing, hauling, and etc. Low Sec status, and Wardecs have minimal effect in this setup.

You can't drop a probe cloaked, but once it is down, you can scan cloaked. Just don't warp anywhere until the scan is done. You can also warp off and scan from a new location.
