It might also be an option to crosstrain for Hybrids. You can use them on Caldari ships as well and start Incursions with a Rokh and later move up to a Vindicator. In fact all of the other three Pirate BS are what you want to fly for Incursions.

Arguably you will perform better in a well skilled BS for a fraction of the price and less chances of loosing the ship. I'd pick a Tachyon Oracle or T2 Tengu over a carrier for ratting anytime, its just not worth the skilltime, ISK and risk imho.

I've heard good things about the Tachyon Oracle as well, especially against Sansha. As been said above you need to keep range for tanking. Just warp to belts at range and you should be fine.
