Well you cant fit a refining array on a small tower. If you want an out post you wil have to get a medium. You will have an impossible hard time to get all of that to fit.

Check to see if under "manage" the LO is "unused" and see if you are accually using it for something. Any silos? Hangar arrays? if you are using 0 CPU, then something is wrong and i would try reanchoring it. (yes that is a b****, but give it a try...
