I sometimes use civ shield boosters on my covetor. It can be run constantly and high-sec rats can't break through it. Makes ice mining tolerable =D

Next time you're there, you could try using the scanner... It'd tell you whats on the other side of the gate. But as for the skill lvl required, I can't help you there.

I don't believe there's a bonus to having a good sec status, but if it drops too low you'll be considered an outlaw and killed on site by sentries in various empire sites...
