Amarr might have a tiny bit more armor hp, but the repair bonus on some other races ship beat that by a long shot, amarr isn't the best armor tank.

I got the same problem too, even had some friends try with a ordinary Analyzer I, wouldn't work so i petitioned and got mission item almost immediatelly in response. Thanks for the help btw, hope it get's fixed soon enough :)
