Resists are equal. C4 is soloable with proper fit. C3 easily done in T3, some BC fits and CS. Faction BS or Marauder probably too but never done it myself, they would probably have trouble with frigates.

Another option is to use a T3. They get 5% bonus to effectiveness vs. 3% per level. Downside is you will need to fit command processors in the mid slots to be able to use more links. Contralto I am disappointed you did not mention this .
