I'm only a casual player but I have not noticed a change in the patterns, I still got a lot more mission againts pirates than faction but maybe it's because I'm in a system next to low sec.

There is another topic below on the subjet that answers your question, but yes, having a gangmate on some level 4 missions makes the whole complex attack one person. About tanking the complex depends on the mission.
