The Oracles do sound pretty ideal. If you want to stay really cheap and have a fair few people, sentry vexors could work too. Just a set of Drone damage amps and Garde IIs will do near enough 500 dps. That leaves mids and high for what you want....

I might be missing something, but what about a micro jump drive? NPC has you pointed, afaik MJD will still work, only fails against scram. You are now sufficiently far away from npcs for sentries to decimate frigs.
