There is a range of storyline missions that the agent can offer. Some give great standing bonus, others not so good. In general you will find that higher lvl storylines give better faction standing bonus than lower lvl ones. Keep going and see if...

It may be that your character was created after the latest TQ-Sisi mirror was made. In that case you won't exist on the test server yet. The current mirror is a couple of months old I think, and the Devs have been talking about making a fresh one...
