It would be an advantage for the Caldari pilots cuase other races will have more difficulty fitting a launcher. Also, a base scan time of 10 seconds would really P- off owners of rigged cov ops's. It would even more tick off the ppl that have a pile of gravity rigs for sale and those that trained that scan time reduction skill (cant remember the name). It would most likely mean the end of cov ops ships used for exploration, might aswell slap a launcher on your BS. Who cares about a 20% reduction that leads to 2 seconds gain. I doubt CCP would be that stupid so I think we will still be looking at a 600 sec base scan time. If not, alot of ppl going to be very annoyed to have trained obsolete and time consuming skills.
CCP Greyscale has stated on the dev blog things that gave sacn duration bonuses will now give scan strength bonuses; scan deviation bonuses will stay the same; scan strength bonuses will now give scan duration bonus.
So, SOE launcher will have a scan strength bonus, the implants that reduced scan time will not increase strength, the gravity capacitor rigs will increase strength; the astrometric frigs (t1/covops) will give strength increases.
Scan times will be sub-30 sec (according to devs), so that finding a site/ship will take more effort on increasing the "hit" strength and not on waiting for the timer to run down. Check out the dev blogs for more info.
Given all that, I still think the SOE launchers will plummet in price from the 40 mil.

Scan strength bonuses used to be helpful because of the long base scan time (i.e. scanning once instead of twice made a significant difference). With the new base time I really can't see any real use in strength bonuses when it's so simple to just scan again (and again and again...). It's still going to take very little time even with basic skills (unless they reduce the base hitchance to a stupidly low number)

Here's the thing now, before where we only had a chance to get a hit on the site, with varying strength and accuracy, in the new scanning system, your probes will always give you a hit if the site is in range, but with varying strength and accuracy.
However, until you have four probes on the site at 100%, you won't be able to warp to it. This is because the new system uses 3D trilateration to locate sites. Look at this site to get an idea of how 3D trilateration works, but realize we don't have the earth to act as the fourth sphere, so we need four "satellites" instead of three. Oh, and just like on that site, you will also get a "red ring" if you only have two probes on the site, and a pair of dots if your third probe covers both "locations" the site could potentially be at. ---
