I think Ore thieves should be allowed to carry on doing what they do as it is atm, secure cans are there for a reason.
As for a permanent flag, people have that already. Anyone with a sec rating lower than -5 can be attacked anywhere, anytime and by anyone... what else do they want?

Well since it doesnt exactly take long to get to -5 then i think its fine the way it is.
They should just give the victim a way to locate the pirate in question for a few hours or so maybe?

Just make it so that anyone with -2 or lower can be attacked by anyone instead of it being -5 ;) :D
