Nah...I mounted an ulta-named Stabilizer on my Bestower with 3 other Expanders, left the station and warped to a gate. I then un-mounted the Stabilizer and left the station with just 3 Expanders and warped to the gate. Having the Stabilizer cut down on my alinging time by about 10 or 15 seconds (head straight down from an Amarr Station and slowly pull my nose up). So it is useful...just not as useful as something else.

also, to the original poster about the Civ Shield Booster:
i can slap this badboy on my indy (with a full complement of mwd's and expanders) and run the CivBooster all day long in a 0.7 system while afk mining. tested this out once and went to take a shower. came back 40 mins later with full shields, civie still going, 4 rats firing on me, and still had 75% caps...
test it out!
there is a fine, but dissasterous line between a fart and a shart. i suggest you make sure which side you want to be on... |

example:
frigate orbiting a can at 500m (nothing in low slots): speed:214-216 range:794-795
Now with three local hull inertial stabs: speed 213-215 range:797-798.
So yeah I guess they do something, they make your ship less agile.

actually, all they do is allow you to accelerate more quickly. Thust you'll see no difference when orbiting, but you will when aligning which is mostly about you getting up to speed to jump.
