Mission expiration, i.e. offer time-outs and accepted missions expiring, no longer incur a standing penalty. Declining and Quitting both carry the same penalties as before, but now it's a choice between loss of time or standing, never both.
Every 4 hours you can still decline one without penalty. If you have Declined or Quit a mission, you can note on the left pane of the new interaction window that at the bottom there is now a message that informs you both if you will incur penalty declining this mission and a countdown timer of how much more time you have to wait without penalty.

I know I do, and I do sometimes click the wrong agent in stations where several are available to me. I also somtimes manage to get 2 storylines a day, not all I accept i.e. killing faction ships to preserve my standings.
Also I use several agents due to the fact I mission for the different LP store offers and mission often to the demand of an item I wish for myself or to sell, so I can jumping around quite a bit. When I have the LP I need with one agent/corp I move on to the next WITHOUT taking a new mission in ADVANCE.
This new system may mean I will reach my MAX OFFERED missions pretty soon and I maybe forced to start micromanage my missions. Or stop missioning till something times out.
Now I am getting confused the more I think of this ... ok ... correct me if I am wrong ... I mean this means if I accidently click a lvl 1 agent instead of my lvl 4 I have this in my list, I cannot go decline it because I will get a new offer still in my list ... I will HAVE to wait one WEEK for this to expire or actually go run this mission. (And no I do not wish to have a ship geared up and ready for every lvl mission, not all missions will allow me to do/are practical to do in a BS) THIS combined with storylines I do not wish to do also of which I have to wait one WEEK or do 16 MORE missions and hope for a good offer to get THIS OFF my list.
So EVERY agent I doubleclick will leave a mark on my list leaving me 2 options to get it off: 1. Complete the mission 2. Wait a week for the offer to expire
Storylines come unasked for in the list but cannot be declined due to the fact they have no follow up available leaving me with the 2 choices above aswell. As I get quite a few Storyline a week, I am very concerned they eventually the unwanted ones may start cluttering up halve my available OPEN mission offers.
Do I understand this correctly or not and please correct me if I am wrong because I am starting to get the feeling I will end up missioning NOT by my own choice of pattern, but soon to a pattern forced opon me.
