First, people who know how to reverse engineer will make ISK until they have made so much ISK that they don't care to anymore. Then, guides come out.

It is supposed to work in a similar fashion to Invention, ie. pos lab + materials = result.
System should tell you what is required if anything is missing.

I might sound lazy, but Halada is apparently going to cover this in to be published sections of his extraordinary guide. The sections on mining and (ordinary) manufacturing should already be considered mandatory reading for miners and manufacturers, so waiting might be best.

The short answer is:
1) Buy an experimental lab and fit it to your POS (can be fit in highsec) 2) Gather ancient relics from wormhole space 3) Gather datacores from wormhole space 4) Gather a hybrid decryptor of the race you want 5) Train up the appropriate skills (reverse engineering) 6) Put it all into the grinder and turn the handle.

Did they change the reactors to being able to work in hisec or am I looking at some more anchoring?

The reactors, for the polymer reactions (since im presuming youre referring to them) still need to be anchored in lowsec.
Reactors have nothing to do with reverse engineering however.

Looking at the flowchart again, it's ridiculous how much of a bottleneck the Radar sites are. We need them for:
Hybrid Polymer Reactions T3 Component BPCs Decryptors Datacores Data Interfaces
For me they've been the most rare site in WH space.

The actual reactions themselves are seeded on the market (at least in Heimatar and Molden Heath regions) for about 14.4 million isk each. I dont think they've been included in the stuff available from w-space.

Shouldn't be a link between 'hacking sites' and 'hybrid polymer reactions' now though as the reactions themselves are available from the market. The appropriate text about getting the reaction from wormhole space doesnt apply anymore either.
I've updated the image (apologies to whoever originally did it, hope they dont mind) to represent that.
