It is anyone who takes, by force, stuff (be it isk, modules, ships, or cargo) from someone else. By "someone else" I mean a person who is a hauler, mission runner, Rater and isn't looking for a fight and is not in an Eve sanctioned war with the pirate. In the case of a High Sec Mission Runner or Rater they also need to be stupid or at least unsure of High Sec aggression rules. There are stupid pirates and there are smart pirates. There are Low Sec pirates and there are High Sec pirates. They may do things differently. But in the end they still take stuff from others by force. Ammar Matar, Gallent, Caldari, and Jove. Now since pod pilots are not state sactioned actors, any activity of the type above makes you a pirate. This could even include miners who are mining in anothers "sovergein" space, since theft of reasources (ice,ore, rats) could be a war-like act. Techincally since all high sec roid are in "sovergein" space and pod pilots are not state sactioned actor, all high sec miners are pirates as they are "stealing" reasources for their own profit. Thus broadly, everyone could be a pirate. Specifically, having recently lost sec status by join a gate camp and killing all which came through, I am a pirate. I also have a miner/industrail alt.

If you were actually intelligent, you would realize that intelligent people do these things in real life rather than wasting their time on it in an internets spaceships game. In real life, I make (and keep) a boatload of money, don't really have to work very hard, have a smoking-hot wife, fabulous kids, a cool dog, fun hobbies . . . etc., etc., etc. I'm a "pirate" because this is a game. I log on, I fly around looking for stuff to kill, I log off. That's what you do in games . . . you compete.

Not pirates. Those are businessmen and entrepreneurs, just like 90% of Eve's population. The only difference is the heavy handed tactics, loose moral fiber, irrational violence during the conduct of business transactions, and the inability to take 'no' for a solid deal ender when politely requesting that you hand over isk, modules, and quite possably the entire ship. So no, there are no pirates in Eve. Just businessmen with guns and businessmen with bigger guns.
