I will say just a month into this game that I learned very early on about can flipping. Granted the one time I tried to fight back I almost got popped, but nonetheless learned that canflippers exist purely to grief you and look for an easy kill.
In Todaki where I started (seems to be the favorite) Ive run into remote repping canflippers (seriously...you have to have a friend on standby to remote rep you canflipping in a starter system?) up to and including canflipping by Caldari Raven Navy Issue (wtf?? and also where I learned what CNR meant). What risk are you taking against a Bantam with a CNR??? Maybe there needs to be a carebear variant to label this kind of zero risk PvP.
Kind of a rant I wanted to get off my chest. Yes the game is harsh, I'm fine with that, but this type of idiocy drives new people from the game. When you only have a day under your belt and a 5 figure Isk count in your wallet...not too tough to make someone on a 10-day free trial say "the hell with this crap" and take their money elsewhere.
PS sorry if this post was a little ADHD-ish, its Friday after all

I've been playing this game for almost 3 years, and can baiting has never been allowed in starter systems. While I agree this game is supposed to be harsh, NOTHING can be gained from dropping a can outside someone's first station undock labelled "FREE STUFFS" so you can pop a 5 minute old character in an ibis when they might not have even had a chance to go through the tutorial yet.
Judging from the OP's record though, maybe that's all he can really do.
Seriously, I flip cans all day long, and people like the OP give people like me who'll actually flip a can with 5 of my victims corpmates in the belt with me a bad name. Grow a pair and stay out of the starter systems. Canflipping is fine as long as you have ballz while you're doing it. Can bait in starter systems and you're just embarrassing yourself.

But seriously, in closing, no offense is meant to anyone who has posted or will post, your allowed to be wrong.
EDIT: I would like to add that I do agree with the sentiment that baiting and flipping in "Starter Sytems" is low. If anything give broad kill rights to those found to be doing it. Say maybe anyone in the system when it happens gets kill rights to the one who was flipping/baiting. It wouldn't be too hard to track either from a development POV, might take some time to tune it right though.

Ok, after reading the entire jumble of the OPs post, I know what's going on.
The main problem is that the ingame tutorial is terrible. Quite possibly the worst tutorial I've ever seen. This new attempt CCP is trying to ease players into the game isn't working. The tutorial is now even more confusing, new players start with 94% less skills, and many of the mission rewards are unusable due to missing skills. ______________ Some men aren't looking for anything logical, like money. Actually I have a super simple method of dealing with this. Remove Jetcans from the game and only make loot drops accessible by members of the same corp.
Problem solved, whiney rant ended.

As a side note everyone is going about this the wrong way. Instead of the whole "stop the griefer's" and the whole"griefers wanting to grief" there is a way to do both.
In order to switch can's doesn't the griefer trigger the aggro timer? If so then make it so anyone can target the griefer and increase it to 30 minutes= problem solved. Because for every bored griefer there is probably a bored pvper that hates griefers. That and a nub zerg rush would be interesting.

I flipped a gang of 5 vexors and got wasted in my first week but I didnt care its the game and thats what happens.
CCP should really not ban flipers BUT should give a clear warning to noobs that if they can mine with UNSECURE cans then they risk being flipped (explain in message what this is etc) then it is down to the noobs who want to run the risk AND THEY CANNOT COMPLAIN AS THEY WHERE TOLD ABOUT IT! and maybe drop the skill required for secure cans into the new tutorial missions.
The problem is that some ppl never leave the starter systemsa nd use it to HIDE from ppl however flipping and ibis is totally stupid hit a large mining op with security and see if you are really that good.

This is an example of an idiot that cant read, or just cant understand the basics of the game. Oh wait, they didn't even do the tutorial. I'm just a little erked at how CCP wants to protect their precious ******ed noobs and risk losing commited paying players to noobs that probably wont play longer than a month.
My point here i guess is that noobs stop playing eve because they are not reading and/or paying attention, Also can baiting or can swapping is within the game mechanics. As far as baiting at stations. I don't consider this grief in any way. Player took can knowingly. (ever had an ibis pop your can and just dock) That can wasnt for them, and why did they just dock if they had no idea what they were doing.(aww poor victomized noobs) Heck,they griefed me. Im try to get juicy meat, not and ibis. Oh but kill an inocent ibis.. how dare you.. tisk tisk. suck it up. Flashing red is flashing red. lock, load, and fire....
Im looking for responses and opinions on what plp think about ccp's action to control this type of "grief" and on how noobs cry about it and play off as a victim when they are simply ignorant. Suggestions for alternative solutions versus banning players welcomed
Oh FFS... So you whining that you can't grief noob ships in noob system?
And you have been playing for year and that's still your goal in eve? 
How about jumping out from the noob system for the very first time in your eve career?
