Webs are really horrible now. I've been working around them, but the truth is the Matari recon has lost its role in PvP and there are better choices to take in a gang. Curse or 'zu are much better.
A Huginn partnering a torp Raven would still be reasonable with TP's though.

Couldn't tell you, I stopped flying mine. I guess I could put TP's on them, but I don't fly with many torp gangs....

I think things would improve for Rapier if CCP would change the bonus to what it is now + 7,5% per HAC level to web stregth. |

I did this months ago. Not because of what CCP did to the Minnie Recons but because of what CCP does to everything that it thinks needs to be "adjusted". I could care less about what ship is FOTM. All I know is that between my two combat characters I can fly em all (Battleships and smaller).

Sadly, their use in fleet combat is now limited to killing enemy tacklers and chasing off the more useful Caldari Recons (i.e. Falcons).
However, as long as they remain good at killing interceptors/dictors/assault ships both Rapiers and Huginns will have a useful role in any gang.
When all PvP situations are taken into consideration, I consider Matari Recons to be the second most useful Recons in game after Caldari Recons.
Amarr and Gallente Recons are both very useful in small gangs but almost completely useless in fleet so they're less useful overall in PvP.
