does anyone know where I can buy station construction parts? i want to build an outpost but can't find this particular item. i'm in tash-murkon

I really hate to be mean, but if you can't find them on your own, you're probably not ready to, nor capable of building an Outpost...

Yea, the short answer is you can't. Station construction is an alliance level endeavor costing tens of billions of ISK and requiring an army to maintain. If you're talking about a player owned starbase, thats a much more reasonable goal. All the necessary towers, fuel, and arrays can be picked up in NPC seeded locations in across empire. Its still a big undertaking and I recommend consulting a guide.

Station Construction Parts are seeded by NPC's.

As The Riff mentioned, Station Construction Parts are NPC-only items and in this case have only been seeded in 3 Gallente corps - CreoDron, Roden Shipyards and Duvolle Laboratories.
CCP used to have this information in their item database and data exports, but both to my knowledge the information has been removed since Trinity. A few folks like Pwett, Chribba and others have incorporated this information into there item databases though. 
Use the file below for personal offline usage though.
Linkage to Excel spreadsheet with all NPC-only trade items current as of Trinity's export.
