Get rid of all the NPC Concord forces and replace them with players. Players who join the CONCORD force get a certain rank and are rewarded either ISK or loyalty points based on how many criminals they apprehend.
There will be little problem with abuse since you still can only shoot flagged players, and this will give gankers a fighting chance. |

I just posted this in another thread:
1. Eliminate Concord
2. Replace CONCORD with player based poilce force / faction police for specific region.
3. Criminals that are tagged with a -3.0 or worse can be hunted down by faction police, within their jurisdiction (regional).
4. Create a new skill for Faction Policing, where higher level unlocks Border Patrol skill that allows for jurisdiction to cross over into next jurisdiction by +1 jump per level. Have an even more advanced skill that allows for tru Bounty Hunting, extending jurisdiction to an entire Empire.
This system would create more opportunities for PVP. It would create a safer environment for miners, because a would be ganker would now have to worry more about getting podded by a player, and not an NPC. NPC kills don't register on the kill boards, these kills would.
CCP could even test this system out on a limited basis. They could start it out in the Starter areas, and then expand it from there.
The major trade hub systems (ie. Jita, Rens, etc.) could then remain under CONCORD control, and all PVP in those systems would be prohibited. No more Corporate offices or HQ's in those systems either. No mining, POSs, or PI. Nothing but safe access to trade hubs. What would stop players from abusing their power?
What if alts of the criminals exist in the police force?
How could security be maintained if these players are killable?
Wouldn't criminals be able to have an easier time evading limited humans rather than invincible bots?
Any player controlled police force would just result in the accidental creation of another lowsec. |

Player Concord ships with jump drives, a GCC event creates a concord cyno that Concord player ships can jump to as quickly as they notice it.
Even Less time to gank as long as you have a player force awake and active within the sector. |

I would love this idea. I thought it was possible the first day I played this game but was disappointed to find out that it was all NPC's. The problem with this idea is like what another player pointed out, you would have issues of corrupt CONCORD players. Its all a bit like RL. You could just implement a Internal Affairs Division that chases up these accusations of corrupt players from the miners that say "He was sat there in my belt and let this all happen. Then he typed "LOL!! PWND!! in local!"
There is another problem though. CONCORD has its invincibility. Do you really want a player that has that? It would get abused at times of war.
I reckon if this got implemented, it would have to go to a panel of CCP and GM's to decide who gets this power and delegates a few people to run checks on applicants. You will need a complete and utter carebear to run it all or it will go to hell. Only a carebear cares about carebears. The PvP'ers do not see them that way, Remember... Carebears are not people, they are giant, flying, pinata's. |

A player-run police force would be A) prone to corruption, and B) Horrendously ineffective.
CONCORD is online 24/7, they don't sleep, they don't take bribes and they never have to have a coffee (or other) break.

Great, in theory, but high sec is full of players who simply don't give a ****, most of the time. You'd have miners joining CONCORD for the security and then ignoring threats, people not wanting tol eave a mission or incursion site to enforce, and who would, in their right mind, just want to patrol when there's isk to be made? That would essentially mean that most systems had no concord help at all ... What is the CONCORD guy is the ganker itself ? People would abuse the living hell out of it. Player conc would be terribly terribly inefficient ... or I guess the next logical step is that you want CONCORDE ships too with superweapons etc etc. Leads to the (small) chance that the gankbear is actually good in pvp and kicks your police ass. Seen ROBOCOP ? ... now think of the scene where murphy goes into the factory and gets shot up to pieces .. thats you jumping into a belt like a hero.
Funny idea but wont work. I do think there would be a chance for somesort of "deputy" system that allows you to hunt the bad sec status people. Rewarding from it would be impossible thou since people would just have their -10 alt flying in with the cheapest possible fit. |

Actually, no I didn't.... I don't mine or haul and I rarely travel to Jita, maybe once or twice a year. I'm just of the opinion that one systme in each empire should be a neutral - ground, trade HUB.
