Go some place where people can actually shoot back...no wait...that defies your gaming style...silly me...

It's the exact same things as what Zombie did, you may not attack in "safe-areas" (empire/within sentry range) without loosing your ship.

its nearly lawless territory, and the empire dont give a **** if you die or not

well hiding in a safespot isn't what your supose to do silly, why if you pick a fight you fight...not use lame EVE tactics :) hopefully the next people you slap at and run away from brings A covert frig to the party.
that would be only 160mio killed for fun  , those covert ops are very fragile
and hey you know, we use them too

Law man in't welcome 'round these parts.
I think it's dumb that a floating gun can somehow figure out you just shot at someone 84 au away.
