Nah. The ships are upgraded and based on specific hulls (eg, vengeance = upgraded Punisher, etc). This was the case when I first looked at the tech II ships on eve-db way, way back.
Still, it IS easier then creating entirely new ship, but to say it's dev laziness goes a bit to far 
Prehaps lazyness was a bit harsh, more like poor time management, youd think they coulda cooked up some new ship models in the year and a half this beta.. sorry i mean game has been out

That way people can people can have the ship color/decals they want but dont disturb other by haveing them download what ever colors they put on their ship,if they want to share how their ship looks they can just take a screenshot of it and post it.

Seriously half the very essence of this game is lost on some people. This game wins AWARDS for it's graphics for gods sake... why does it matter so much what everyone else thinks of what your ship looks like? Why does it matter that they can or can't see it? I see my ship, I want to enjoy looking at it and everything else thankyou very much.
And to that person who pointed out that it would take ages to load - that is not necessarily true. Surely it is well within the realms of possibility that all the shiptextures in the different colours could be predownloaded? I beleive something like that could be implemented easily - even on server side, the player just tells the server what texture he is in, and the server sends the corresponding texture to the model on the viewer's screen in the same way it sends everything else.

you CAN paint your own ships, its just that others wont be able to see your art work. I personally do it for fun, as its a great time sink when mining in high sec empire.

Yes and this is how i belive it could work.
I would absolutely love it were you able to design your own paint jobs on ships. Remember playing quake/2 years ago, the community was everything, if you didn't have a set of clan skins, you were nothing.
Because of the community i belive it would work no different here, if it were posible to have an imports folder client side, then why not have a database of downloads...
Thats how it worked back in the quake days, and how it works in nascar 2003.
Hardly anything was server side, so no anoying downloading from the server.

The only thing ever mentioned regarding customizing ships is showing the corp decals and it's most likely going to happen (Post-Shiva). We have some loading and rendering optimizatios which can allow it presently.
Painting ships or home made textures is not going to happen, it's commonly confused with the old beta service called "paint shop" but that was for putting a decal on your ship, the thing you currently do under the corp management.
We should also not try to compare MMOG architecture with FPS servers, the architecture is totally different and the scale is not comparable. For example, Quake servers let you load when connected to the game, we surely could do that, if you want to wait 3 hours while downloading 150.000 textures.
Well, we could also do it on entering a system, then updating it every time somebody else enters the system with a new texture. That would improve load times immensely, I'm sure. I can just see the whining already. "m0o entered our system and lagged us out with their 30 ships colored with different shades of pink". Lag-on-Demand
