Somewhere between 2.0 and 3.0 million skill points ... closer to the 2.0, I think.
With the second bonuses (bonii?) on cruisers, I run L3 security agent missions using Caracal, Arbitrator, Maller with no problems. Use an Omen also, but not for the Blockade (can't recover enough between waves and I hate warping out, repairing, and warping back).
Strategy is different for different ships and loadouts.
With the Caracal (easy even with 1.x Mill skill points), just stay out around 45K from the NPC rats and launch heavy missiles ... seldom will you take a scratch. It's so easy that is boring, so I often won't use this method.
Arbitrator ... I try to stay at around 30K from groups of rats, which lets me strip their shields with lasers and let the drones pound down the armor ... light drones are incredibly cheap and give you a lot of bang for the buck. A Vexor would probably work equally well, although I've not tried one.
Maller ... this is one beast of an armor tank now. Just pull up next to the rats, soak up all the abuse and whittle 'em down with pulse lasers. Keep one eye on the cap and the other on the armor level. |

I can do l3 missions in a maller without difficulties and I dont even have 1million SP yet.
What really really helps for missions like blockade/gone berserk where you get waves: is to have some nosferatu to refill your cap where your own recharge isnt quite enough.

If you can't do lvl 3 missions without losing a ship, you are seriously lacking in game skills.
Take that from someone who is doing lvl 3 in a cruiser and could do every single one of those missions in his sleep and who controls an alt that does all lvl 2 missions, including kill missions, in a Probe - which takes time but at least doesn't bore me to death.
Game skills. Get them.

If you can't do lvl 3 missions without losing a ship, you are seriously lacking in game skills.
Take that from someone who is doing lvl 3 in a cruiser and could do every single one of those missions in his sleep and who controls an alt that does all lvl 2 missions, including kill missions, in a Probe - which takes time but at least doesn't bore me to death.
Game skills. Get them.

Just use a frig for all the missons and your time to pick up is good, adn your actually awake and thinking not just pushing buttons in a repative sence. Come on now

Any lv3 Kill-Mission can be done in an Crow or top end cruisers like Moa easily, if you have the skills and right setup.
You might want to invest more skill training in defensive (engineering) and offensive (gunnery,missle launcher) training.
Also you might want to ask corpmates to help you fit your ship right. 1. Get an setup where you can run all offensive and defensive modules without running out of cap infinite 2. Make sure you can take an considerably punch of dmg without getting harmed 3. make sure you can kill NPCs even sitting in front of your*****pit window.
I find them easiest in my moa, 2 named missle launchers (light or heavys doesnt matter) which kill the frigates closer than 5km and 250mm named rails (prototype, scout) for the targets beyond 5km or cruisers. 2 Hammerheads and one Warrior are rounding the offensive capabilities up, in case you got an cruiser to close for guns and missles not doing enough damage to finish him.
@the nice BS Guy who thinks 110k rats are boring: get to 0.0 and hunt commander spawns then. BS are overpowered for any mission so far, if you want to have fun.
I agree to the last post: if you use a frigate its much more fun. You can get bashed(damn webbers:)), but the fun makes it up.

1.6mn skill points and I don't have any troubles in my Thorax except for the Gone Berserk mission. Lost 2 thoraxes to that now, but only because they spawn right on top of me and I am not smart enough to remember that.

Missions are too easy for me too - but i have plenty of skills and a BS. I only do them for the rewards now, not for the challenge. I think all the peeps in my situation need the lvl 4 missions ASAP. This will enable the lvl 3 to be relaxed in dificulty perhaps, if need be and all us who crave a real challenge will hopefully be rewarded with one.

Caldari Navy lvl3 kill missions are all easy in Moa. The only ones I ever worry about are rogue pirate escorts(the 35k ones) they are quite powerfull.

i love kill missions from my lvl3...
as said before its all about the range really, i use my rax 3 scout 250mm with lead and just pump them at range. easy.. if they mwd to within 30kms i just launch 6 heavy drones and kill them that way... if they warp in on top of me, i use my 2 drains to steal some cap, hit my armour repairer and let my drones kill them and they always do way before im in serious risk of death
if anything with they were harder
role on lvl 4!

I just started on the agent ladder myself and have 2.9 mil sp. I'm determined to see how far i can get just using this Executioner that i found in the corp hanger. No problems so far. Mongooser

Indeed it was the Blockade mission which I lost my last ship.... As all of you said its one of the interesting missions.
So I have to pay attention next time.
Am I right or not ?? Missions ARE more difficult now.

Armor tank Maller. Gone Berserk = Easy.
I recently switched from an Arma setup for doing level 3 kills to the Maller. It basically kills about the same (against cruiser and frigates) but is much faster at can pick-ups and traveling with a 10mn MWD (which = more ISK).

The rats spawn in where the last rat dies. So kill it at range.

Thorax and Taranis is what i use for lvl3 missions.
You totally need certain skills and modules, sometimes there is a slim line between death and success. I love it, makes it exciting :P
