How many CCP devs does it take to change a lightbulb?
All of them.
Its obvious that the lightbulb has been burned out by people using it too much, therefore it needs to be nerfed. The new lightbulb will give out 50% of the old light, for the same amount of CAP. If you want the lightbulb to be the same as the old one, you'll have to wait for the Tech 2 lightbulb, which requires Level 5 Lighting skill. This has already been coded, and is ingame and coming SOON(tm) (IE someone will get it through a research agent in 6 months).
Of course! There is the new Shivabulb coming soon. Which will allow you to deploy it in any light socket. However, all existing light sockets have been nerfed, so as to not be able to fit the new Shivabulbs. The new Shivasocket will be released shortly after the new Shivabulb, but will likely be badly bugged.
They tried fitting a lightbulb the other day - look what it did to the cluster!

How many bug hunters does it take to change a lightbulb?
They don't actually change it themselves, but they are examining it and a full report on exactly in what way the lightbulb is broken will be delivered to the authorities, so that they will know what the problem is and have somewhere to start looking when trying to figure out how to replace the lightbulb. When the authorities announce that the lightbulb has been replaced, the bughunters verifies that it actually has been changed and that there are no problems with the new light bulb. If any problem with the lightbulb is remaining, or a new problem is found, a new report will have to be made.
Since every broken lightbulb is different and broken in different ways, this procedure will have to be repeated for every single lightbulb that needs replacing.
