Sorry but eve is like driving down grand theft auto city and shooting everyone you drive by, some of them may shot back others may run and the cops could definetly mess you up there. Unfourtunatly you sound like one of those people that got his car jacked and ran over.

Watch out for a scam thats going around.A corp named Fabres Astarum invites you to join but as they are helping you they have to drop something to make room and ask you to pick it up. Then they shot your ship up and steal everything. 1 guys name is Wylis. He acts like he wants to help you and he hangs out in the rookie room to help new players just to messs them over for fun. It is people like this that make people quit the game.

Even those that hate PVP love things to grumble about - like the day they were caught out in low sec without an escort. To make the game into two streams of players would destroy the unity and internal consistency of EVE - and that is what makes it so worthwhile to many people. The idea that this is what space really could be like (given some tinkering with the laws of physics *), not just something filled with obvious GM interventions, is what makes the difference between game immersion and just isk collecting.
* Or in the case of Jita, suspension of the laws of economics.

WoW might be a better game for you. As for your idea, you have no idea how much this would be exploited. The ONLY way to make EVE PVE is to make a whole other EVE universe. A PVE server, and that's NOT going to happen, so....if EVE's PVP isn't for you, STAY IN HIGH SEC or switch to Hello Kitty Online.

Many of us are not telling you that we don't like you or want you here. What we ARE telling you, however, is OBVIOUSLY EvE is not the game you really want to play. Instead of massively changing this game, please, find another which better suits you.
It's selfishness, really. You *think* you want to play EvE, but you don't want to play EvE. You want to play something that kinda, sorta, maybe resembles EvE. You also don't care about those who love and enjoy the game as it currently is. A subscriber base that has continued to grow over the last six years. You want to change the game, so that YOU can play the something kinda, sorta, maybe like EvE, without actually having to play EvE.
The harsh reality of EvE ... combat anywhere, vicious player interactions, that sort of thing? THAT IS EVE! That is what makes EvE unique. That is what will keep EvE afloat in the future, when other sci-fi games come on the market and take all those wishy-washy players who didn't really want to play EvE in the first place.
Salute to you on finding a game that you want to play ... not a game that you want to change drastically so that you can enjoy it.

I was actually agreeing with Ruze's explanation to the OP as to why their reasons for wanting to change the game are bad. On another note, PvP is optional. I have yet to see non-consenual pvp in highsec space... all pvp in empire has some form of consent whether it is taking the bait from a canflipper or actually arranging to 1 on 1 with somebody..
