They should just let us have bodyguards/gladiators/advocates etc that stand in for the character to do the fighting, just like noblemen could let other people resolve duels in their name. ---

Hi-sec stations = No WIS Combat due to security being everywhere
Lo-sec stations = WIS Combat in areas with no station security presence
0.0 stations = WIS Combat in no station security presence "Stations alliance can employ security NPC's if thy wish"
Yeah, lot's of issuses would probably show, but they would be sorted with time and development.

Just adopt the bablyon 5/ds9 model:
Sec ratings for different parts of the station.
High sec: ninja police, no killing, only wholesome bars and entertainments available.
Low sec: Guards at strategic points between sec zones (aka sentry guns), agrro timer mechanics, sleazier bars, strip joints, boosters able to be sold. Light gambling etc
0.0: Lawless, dark, dank dives with battery acid martinis, all forms of contraband, pirate nation offices, back-alley implant extractors, alliances between local traders, perhaps forming their own security force to protect their businesses, gambling in its most depraved form where everything is currency, no bet is too great and the debt collectors work with pliers.

Let's face it, WIS would be cool, and the occasional "brawl" may be interesting, but what I want to be able to do is meet up with my mates after a good day of missioning, mining, or PvP and have a beer with them. CCP could even allow for the effects of the alcohol, like slower reactions while piloting your ship. And as we are all mindlinked to our ships, our Weapons and tanks won't work as well as they normally would. (Beer Nerf)
How come it has taken 3 pages before someone (me) mentions that? Fighting is (depending on where you live) an option and avoidable (if you move). Kicking it with your mates...priceless.
But then that would just be another way for the station owners to take your ISK....hmmm perhaps gambling halls and brothels as well? Been in station long Pod Pilot?
Well I guess until then, I will just play "spin the ship" like the rest of the world while waiting for those Exotic Dancers with their Militia body guards to come knocking at my door

Here is why I do not want WIS: 1) If WIS combat is to be a reality, would I need to train space ship skills and wis skills? No thank you. The amount of time it takes to learn something new (like a caldari raven pilot deciding he wants to learn lasers, armor, and amar battleships) is so big that I wouldn't bother with my main. I'm not paying for another alt either just for wis skills. 2) Graphic/gameplay quality. Unless it looks like Mass Effect, Eve already set the bar too high. Plus, it's going to end up like Halo or Mass Effect with the same interiors used over and over again. That said, if anyone played freelancer and they do create wis, the freelancer style is what I'd like to see. Less walking in station and more choosing various specific rooms with specific purposes and interacting with those inside. 3) So if they do make wis, you either have to walk for five minutes every time I want to complete/accept a mission, refine goods, talk to the lab etc, or you make it so that you can still access those things from ship, in which case, why would I want to walk? 4) So we would have avatars, but still use the chat window? I seriously question why this would be relevent when the only difference between docking and just staring at the chat window and this is that I get to see upteen million character mods of 500+quadruple D chicks in leather bikinis. Actually, maybe this isnt a bad thing... no, it is. Plus, this doesnt come for free, its more system resources, more developer time, and more GM time.
If wis gets implemented either you will have to get out of your ship to do things, or you don't have to. If you don't, the novelty will ware off quickly, and most will never get out. Combat will either be consensual or unconsensual. If its consensual and takes skills you're just going to end up with characters made for wis that never go outside. If it's unconsensual allowed you're just going to have one more thing keeping players out of lowsec/null because not even docking is safe.

Also Concord should be able to arrest you if you kill civilians in certain areas, or if you do it anywhere inside a station and they happen to notice you. Also spend some time in an inside station jail.
Also board fighting for taking over of Titans and enemy stations, or even some classes of battleships.
Ability to choose from a wide range of weapons including Axes, kitchen knives and even throw able garbage cans. I know you want to scare the living daylights out of that arrogant CEO of yours pretty bad.

You could train various fighting styles, some racially unique (khanid kung fu, matari capoeira, caldari kickboxing), and even organize rules and restrictions (fists only, rounds, bets).
It's a business, it's visceral, and due to the fact that it's all 'sanctioned combat', it can happen on peaceful stations AND be non-fatal.

Having now read about Mind Clash, I would personally prefer a Mind Clash implementation over Combat in Stations any day.
It fits with lore. It satisfies the urge to fight via a secondary channel. It gives players a fight to watch. It encourages interaction. It provides a reason to utilise Walking in Stations beyond going to an NPC and viewing a custom or standard market interface.
Imagine a Mind Clash result that could result in a subsequent war dec and the PvP that follows. Surely the spark to ignite a fire?
Much more compelling than waddling around looking at interfaces available from your pod as normal.
