Why isn't there an API exposed to enable us to write our own UI modifications / addons in Python? Yes of course limited in such a way to avoid botting, account theft and so forth - but enough to enable some cool community driven enhancements to be developed instead of being stuck with such a cluttered interface.

i dont know, i'd like UI mods personally, but i can see it being harmful to the game. i'd be very much the sort of person who'd instantly start setting up systems to control all my chars with complex battle macros
or (a personal EVE fantasy) neat maps where you can see all the people in your alliance move through 0.0 on a 3d map, with killmails popping up google map pin style, etc --

I hate the right click menus. For me the mouse should be for camera control the keyboard for every thing else. Of course there are those who want to use the mouse for everything and that should be catered for too.

dunno about wow, but before wow even existed Dark Age of Camelot had skins, and Eve also supports premade skins.
I'd love to be given more options to adjust the skins though like Dark age of Camelot has.
since eve already has premade skinning support would love for that to be opened up like daoc. Daoc's skinning was awesome and years before Wow was even a twinkle in blizzard's eye.

Though....
I might suggest some way where they are only available once they've been uploaded to CCP, they've had a chance to look at the code, certify it "OK" and then release it as an optional download in some way that folks can't install their own without the CCP Vetting process.
Never happen though... too much work for CCP... would be nice though.

lots of MMO's allow for custom UI mods... just the counter culture seem to blame wow for it. "OMG wow did it so it must be a lame idea because the masses like it"
Yeah the ability to spam macros would be no beuno, but the rest like being able to customize targeting layouts etc would be awesome, as well as new ship control layouts.
I think it would help out more than hinder in the long run. To hell with all the counter culture kiddies. I'll be a conformist on this idea. Has helped and made a lot of games easier to manage and thus more fun to play..... Oh woops forgot EVE isn't suppose to be fun. It's the "elite".

Addons were the only way to correct Blizzard's more egregious lapses of judgement when they created the UI. And as it has happened, Blizzard has taken many of the ideas spawned from the addon community and made them their own, so it can't be all bad.
Now, if you're arguing that some of the addons available for WoW allowed macroing/botting/dumbed-things-down/etc. then yes, I agree, but the simple solution there is not to provide an API call for things you don't want the players to have. Blizzard broke several mods (Decursive anyone?) by removing or reworking the associated API calls if they felt they were too powerful or ran counter to the devs' intentions.
I suspect the reluctance of the EvE devs has less to do with balance, and more to do with the simple fact that the EvE client was not set up to handle addons, and adding them in would be a significant amount of work that they could be using on other things they think are higher priority.
I'd be pretty stoked if they started supporting addons, but honestly, I'd be just as happy if they fixed the UI themselves.
