No. Unlike the mothership lotteries this ship can be contracted, so the winner will get the ship contracted to him/her regardless if he/she can fly it.
It's then their choice to sell it or keep it. I know there are people interested in buying it so such a sale shouldn't be too hard for the winner to arrenge if that is their choice.

Just to let you know, its not Unique.....there are 4 of these ships in game.(that i know of).
Yes its a nice ship, but remember there are others and people calling it Unique Ship are slightly mis-informed.

I don't know, I see people that may want to fly one, but as those are extremely expensive, a lottery might be an option to get your hands on one.
